I think the delay in calling for a replacement for Palu is to see how Pocock pulls up after the Russia game.
If Pocock struggles a bit, they'll call up Hodgson. If he pulls up fine they won't call up a 7 that Deans wouldn't use in his 22 in the quarters with a fit Pocock.
You may well be right with this - but the problem I see is that if Pocock gets through this weekend and is okay, but then gets injured in a winning QF (no I am not getting ahead of myself, I don't think a win is a given but I am still hopeful) then we have potentially lost the opportunity to bring a back up 7 into the squad. Unless of course Deans has advised one of the other inured (presumably Horne being the most in doubt) that he is prepared to retain him in the squad for now with the potential that he might have to be determined unfit and needing to be replaced in the future, depending on the needs of the squad.
I have defended Deans in the past, but more and more I am sharing many of the frustrations expressed by others - in this case his apparent stuburness to review the need for a back up seven.
Of course the player called in may not get a single minute of game time - but if you were the player in question wouldn't you want to join the squad anyway.
