There's an on going story about the downstream consequences for Fiji, Tonga and Samoa to the that PNG investment:
A NSW Liberal senator has questioned the allocation of $600 million to rugby league as a $150 million proposal for a rival code is finalised.

Does Australia really want to fund rival codes against each other in Pacific competition with Beijing?

Basically the influx of money into PNG, and flow on need for players, has the Fijian, Samoan, and Tongan unions (who are closely intertwined with their heads of government) very worried about using players to pro opportunities in PNG, and the damage that will do to the game. That has in turn got them looking towards Beijing for the funding to combat it - the exact opposite outcome the PacificAid program is trying to provide. That's why there is growing talk about a large step up in funding for Tongan (and Samoan/Fijian) rugby.
