The way I see it, the longer term goal for Super Rugby should be separate conferences in South Africa, Australia, New Zealand, Asia, South America and maybe North America. Then you could have 2 divisions (Pacific and Atlantic) each with 3 conferences.
There'll obviously need to be some bridging formats to get to that.
You could have an NFL type structure where there is some regular season games across different conferences and divisions, followed by international playoffs (like now). Alternatively the conferences (or at least the divisions) could be closed and the Super Rugby element could be more of a European Cup type format with pools etc.
