Italy have never really progressed beyond having a solid scrum, whereas Georgia have.

I reckon that possibly by the next RWC and certainly for the following one that Georgia will be about where Argentina are now. It's no coincidence that Argentinian rugby has really come on since they moved beyond having a one dimensional game based on the scrum to a 15 man game. The current Argentinian backline are world class - speed and creativity.
