Apparently the Victorian Government had withdrawn their bid and Victoria is set to miss out entirely:
As well as blowing its chances of landing the most lucrative playoff matches, Victoria has been completely shut-out of the entire tournament after the state government withdrew its bid in a futile protest at the decision to cut the Rebels from Super Rugby, something which World Rugby had no involvement in.

One insider, familiar with the protracted negotiations, said former Victorian politicians had been “playing games” with organisers without ever “putting a number on the table.”

Perth also looks set to get the opening game:
While still to be confirmed, Perth’s 65,000 Optus Stadium has emerged as the surprise frontrunner for the tournament’s first match, which is certain to involve the Wallabies.

Whether World Rugby had an involvement in it or not - and it's obvious they didn't - IIRC the RWC is a JV between them and RA. In that sense it's not incorrect to suggest that paying more for the rights to host games would benefit RA, and in the opposite sense an uncompetitive bid process, particularly for the final, would harm RA.

I'm very surprised that Victoria pulled out entirely but actions have consequences. Seems obvious that they'll be starting with far less in the kitty now.

If they - as reported - never put a figure to the offer, this seems the most likely conclusion, particularly given all the noise around the Vic Govt's. financial position and management.

Maybe the Vic government should have paid the 20 million dollar bill and then stumped up for the 50 odd million to keep the rebels in the comp... But hey, now they won't get any world cup tourism... Talk about cutting off your nose to spite your face... Guess they'll always have the AFL.

Definitely possible - but more so in that any threat of theirs to pull out wouldn't be idle, particularly given all the talk of government debt. The Vic government is in a bit of a no win situation as by pulling out they draw comparison to the Comm Games, so I don't think it's a moral standing or anything like that.

The initial interest was no doubt genuine given the amount of times WR (World Rugby) and RA were apparently down here, but it was in RA's interest to keep any party in the game for as long as possible. Nixing the Rebels before the bidding process was completed removed any leverage RA had to stop the government using that excuse and pulling that trigger.

If you're the NSW government your bid wouldn't be anywhere close to the numbers thrown around without that competitive tension, because you know you're in the box seat logistically anyway.

I don't think anyone wins out of this but it will surely lead to a financially poorer tournament.

I'm reasonably sure this doesn't effect RA's bottom line. My understanding is World Rugby pay them $100 million come hell or high water and it's up to World Rugby to make money above and beyond that:
The Roar understands former RA chairman Hamish McLennan, former CEO Andy Marinos and former executive Anthony French negotiated a joint venture agreement with World Rugby that ensured the cash-strapped governing body would be guaranteed around $100m for hosting the men’s World Cup.

It's still in their best interests to see the tournament be as successful (financially and otherwise) as possible, but these negotiations are largely up to world rugby and RA has no direct stake in them at this point. How much the hit is from Victoria withdrawing their bid, relative to the full package World Rugby will bring in, (which includes things like ticketing, merchandise and broadcast rights) will be hard to judge.

There’s a lot of rose coloured glasses defending R/ here because of the VIC govt non-bid.

bit of finger pointing and blame on both sides (RA - not so much re RWC) but end of day VIC did cancel the comm games so the belt tightening might be justified.

Think this will be a talking point in 2027 when fans/viewers ask why the sport capital of Aus has no games - but we will cross the bridge in due course.

I think it all sounds pretty logical to me financially.
Being Perth based I think opening game would be a good outcome and hopefully a whole pool based here. Assuming that opening game would be wallabies.
We can’t expect a semi or final as too much disadvantage to travelling teams.
