There is nothing illegal in going low and hard into a tackle, the fact that folau stepped inside a bit to avoid getting smashed isn't his fault. He arms swung around to wrap so there was an attempt.

Looked like a fair attempt at a tackle to me. Never heard in my life that you have to be waiting on the back foot to make a tackle. The only problem was that he couldn't wrap his arms around him.
