GMG 2011 probably covers it best doesn't it. Tackler must release. You could probably even go so far as to say that the "tackler" isn't a tackler at all but he is an assist tackler and must come through the gate. (Is there a gate if there's a 1v1 situation with the "tackler" still on his feet?)
I think it's a grey area though, if the "ball carrier" has let the "tackler" get into such a good position before going to ground, the "tackler" deserves some reward for that dominance.
