On the other hand, do you accept that there probably were good reasons for the allocation of match officials? We should not assume the worst all the time, unless we have some proof.

If you start from the position that the refs are without bias than it's not even a consideration which state they originally come from. It then makes sense for the QLD based ref to fly with the QLD team and the NSW based ref to fly with the NSW team, assuming there is no one local available. Adding in extra logistics of flying referees in from other locations sounds like unnecessary complication.
