Maybe someone higher up put their foot down on this, even at ARL level. Remember all Aussie Super 15 players are actually dual contracted to the ARU and the franchise.
His signing would be blocking the path of some young up and coming union players and the Rebels have already got 3 ex league players.

Brisbane NRL winger Denan Kemp has signed a short term contract with the Australian Rugby Union to switch codes and could make his international Sevens debut in the IRB World Series next month.

A week after being left devastated when negotiations fell through with Super Rugby newcomers Melbourne Rebels - who've since signed Wallaby star Kurtley Beale - the 23-year-old speedster Kemp will head to Sydney on Sunday to join Michael O'Connor's Australia's Sevens squad which the chance of cracking the national Sevens side.

"I've agreed to terms terms with the ARU," Kemp told AAP on Thursday.

"I'll be heading to Sydney on Sunday to join the Australian Sevens squad and have talks with a number Super 15 clubs about next season.

"I'll tour with them (the Sevens squad) to places like Dubai, Scotland, London while I learn the game.

"We're in talks with other Super 15 clubs at the moment to get a head start on the next year.

"I'm pretty excited.

"It would be pretty awesome if I could put on an Australian jersey."

Meanwhile, Kemp dismissed rumours of any bad blood with Broncos team mate Josh McGuire who broke his nose while playing for Norths during a Queensland Cup game at the weekend.

McGuire fronts the QRL judiciary on Thursday night on a grade one striking charge.

Kemp told AAP he didn't think the elbow blow that busted his nose was deliberate.

Kemp, playing for Wynnum Manly pulled McGuire down in a try-saving tackle 10 metres out from his line.

As he fought to get to his feet for a quick play the ball, McGuire lashed out, striking Kemp in the face.

"He was throwing his elbows about as he got up to play the ball and he just caught me in the face with one," said Kemp.

"He's really aggressive when he plays which is part of why he is a good player.

"He just wanted a quick play the ball.

"I'd just stopped him scoring a try and he was lashing about. I don't think he knew it was me underneath him."

McGuire, who has carry over points, could miss up to two NRL games if found guilty of the striking charge

So the ARU have signed another mungo who hasn't played union (as far as I know) and he goes straight into the Aussie 7's team?
I don't mind if he comes to union, I actually think he could be quite good, but to get an Aussie jersey without having played? I think thats a bit much.

To be fair, the Aussie 7s team has historically been a development device. This is a good move for the ARU to reclaim some positive press over this saga, potentially get a kid over from league and rather than shove him straight into super 15, give him a chance (and a small income) to develop some actual rugby skills playing shute shield and 7s (which from the sound of it, probably suits him).

Micheal O'Connor is being used as a backs development guy, there are a few Leaguies in the program already and expect to see a few more 21yr ex Toyota Cup guys

Its really not a bad option. Hope he goes well. A yr of sevens and some appearances in the shute shield should make the transition much easier for next year.

I think the Aussie 7s is a great way to convert leaguies, keeping in mind that later this year Kemp will probably suit up in the Shute Shield or perhaps the Hospital Cup.

That way if he ever makes Super rugby is will be because he is a good rugby player rather then because he COULD be a good union player.

I think it is a bit of a waste. I guess he is backing himself which is a good thing but I will be surprised if he is Super Rugby standard.

The game is littered with stories of surprise successes, you have to allow these kinds of avenues to exist for those surprises to exist.

http://rugby.com.au/news/sevens/australian_rugby_signs_former_brisbane_bronco_dena,146183.html highlights exactly why this kid was picked up now by the ARU. Its like one big script of talking points. The ARU wants to get the message out there that it will consider league players (or anyone else really) who is willing to come and play 7s. Also, did you know that if you play 7s you get to travel the world? And, did you know that 7s is now in the Olympic games? Hmm....

The player sounds like a decent enough vehicle, but they've really turned this around into very positive publicity sending exactly the message they wanted to.

And bloody good on them for doing so! They get a heap of criticism but I think this was a veerrry smart piece of PR.
