It's been spoken about a lot here lately and I have to admit I havent kept up.
There are a number of differences in the guidelines being used by the QRU. There is no discount for family connections and there is no reference to overseas players.I posted this a while back which I believe the QPR is modelling it off.

exactly. The competition is even atm cos the best players are playing super rugby level. When they come back down and all play at one club eg brothers then it wont be even.Is it not ridiculous we are preventing the best talent from playing club footy here? The competition has never been more even
