I saw a recent article and Jake White was discussing the differences in the countries, a tier below Super Rugby and he believed the Brumbies needed 40 on the roster and Reds/Tahs maybe a couple more due to Wallaby reps.
As the combined National Academy is not going away.
This made me think of a new idea from the past 2005, bring back ARU Development Contracts.
That year the Brumbies had 31 on contract. Clyde Rathbone was one. Then 3 Brumbies Training Contracts similar to EPS and additionally ARU Development Contracts.
The ARU Development Contracts where " In 2005 the ARU has provided a total of 15 up and coming players with Development Contracts for the season. Five of these will be based in Canberra with the Brumbies and receive coaching, conditioning and career education from both Brumbies and ARU staff. Like Training Contracts, it is anticipated that players on development contracts will graduate to a Super 12 contract in the near future.
This could be the second year of the National Academy with placement in the 5 Australian Super teams. Either 15, 20 or 25 players. This would be where the ARU chooses the players for these contracts rather than the franchise.

Adam Ashley-Cooper - Centre - Age 20 - Second season
Daniel Halangahu - Flyhalf - Age 20 - Second season
Simon Hockings - Lock - Age 21
Tatafu Polota-Nau - Hooker/Prop - Age 19 - Second season
Sam Norton-Knight - Flyhalf - Age 21
