I would be curious to know how many people here are actually involved in Club Rugby Administration. It's hard enough to get the teams out on the park every week as it is. To start adding in extra competitions, or changing the calendars significantly is never going to work. NEVER, Not in this life time, when hell freezes over, after the end of time, 2 chances - buckleys and none, NEVER EVER. Is that clear enough for all you dreamers.
If you want Rugby Union to go national you have to start with what you have. I can only talk from a Sydney perspective but it could be easily replicated in Brisbane. Other States will need to develop numbers before moving onto this level.
Reduce the number of teams each club has to field each week. 1st Grade, Reserve Grade and Colts.
Suburban Rugby then gets the players looking for games increasing the depth of community rugby while enhancing the prestige of premier rugby.
Suburban Clubs then align themselves with premier clubs. This provides local player depth as well as a clearly identified development path. Subbies, Premier, City/Country, Super 15, Wallabies.
Premier rugby becomes more appealing as you only get quality games. With only 3 teams to manage, games can be easily moved to be played on different days to suit spectator demand and TV.

The problem is the result would not materialise for a few years and too many Club stalwarts would $h!t themselves at the prospect of change. That and the requirement to actually run a club professionally is probably beyond them.
By contantly short circuting the Competition chain, underdeveloped players make it to levels they are just not prepared for and spend 2 out of every 3 games injured becasue they get smashed. Stop demanding shiney new competitions. Start demanding the best from what we already have rather than constantly shooting ourselves in the foot trying to create a stillborn horse to flog.
