Dave, I think there is too much confusion between the tackler (who has to go to ground to be designated as the tackler ie one knee on the ground) having to release the tackled player and an arriving player having the rights to the ball as long as he's on his feet (ie supporting his own weight whatever that means) before a ruck has formed (ie at least 1 player from each side on their feet and in contact, in close proximity to the ball). This all happens in the blink of an eye and is obviously open to the interpretation of the ref.
