JRFU to bid for Super Rugby

It is funny was reading an article on ESPN rugby, from the head of Asian rugby who said that this Super rugby team is nothing more than a pipe dream.
The Asain rugby budget covering 28 countries was no more than $2 million.

Yet Steve Tew says they have 3-4 interested parties that they are in negotiations with. Would you not think that the head of Asian rugby would have an idea regards possible candidates for Super rugby.

He was the former head of Asian Rugby I believe, and as far as I'm aware Asian Rugby whilst a regional body is still not explicitly involved in the ongoing affairs of individual unions.. If Japan and Singapore are in fact both bidding, it should come as no surprise that they don't divulge the details of their bid to potential competitors.

And if there are any potential bids from private consortiums then the unions (particularly the regional union) won't necessarily have anything to do with them.
