The ARU went through a consultation process like this with clubs in Sydney and Brisbane last year. Although the report has been sent to clubs it has not been released publicly and I believe clubs have been barred from releasing it. Shows the lack of transparency within the ARU.
After reading this it seems like a statement of the bleeding obvious. Also, like the ARU there seemed to be..for further review. Make a decision on seperate competitions for professional Clubs that meet a criteria and those that don't. The Clubs that have the resources but not currently in the top teir can save their money until the opportunity comes. By that stage they'll have so much in reserves they will be able to enter the (semi)professional ranks with a bang.
Just make the decision and move on. At least if they get it wrong they can work at something better. It's not like (in Australia anyway) they could do any further damage to Club Rugby.

May be needed. Establish criteria and let the clubs apply. Some may do so to try their luck but those who can will emerge. Players may gravitate to these clubs, but it may be what's needed. It could certainly spark some movement.
