Drawn based on previous tournament's results - each has one from 1-4, 5-8, 9-12 and 13-16.

Not the first "interesting" referee call in rugby, and won't be the last. Little point in genuinely getting riled up over it.

Even when Sir is wrong, the Laws of the game say Sir is right.
