I get that they might think that bouncing using your binding arm is better than resetting or penalising, though IMO it just encourages the hit rather than the scrum contest proper, and disadvantages the prop playing by the rules.

It's the prop tripodding repeatedly, almost crawling on hands and knees that is truly redonkulous..

If you were to be completely pedantic there is an argument that technically it's not actually illegal to put a hand on the deck as long as the ball hasn't been put into the scrum...

20.3 (a) Binding by all front row players. All front row players must bind firmly and continuously from the start to the finish of the scrum.

20.7 (a) Play in the scrum begins when the ball leaves the hands of the scrum half.

Actually, it's not that simple as there's this bit in the definitions - "A scrum is formed in the field of play when eight players from each team, bound together in three rows for each team, close up with their opponents so that the heads of the front rows are interlocked. This creates a tunnel into which a scrum half throws in the ball so that front row players can compete for possession by hooking the ball with either of their feet." so you can argue that there is a difference between a scrum being formed and play starting - the official stance would be that 'start of the scrum' refers to when it is formed given how many times scrums are blown up prior to play starting.
