No-one else wanted it. They WRU and the RFU asked the English and Welsh clubs to try it out in the EDF cup, and their response was, "On our swiss roll, we will". Understandably, given the wars they've had in the recent past with the clubs, they didn't push it. They asked clubs and provinces to play it in the Parker Pen, the B HEC - again, the response from all concerned, including the French and Italians, was, "Get bent."
It's worth noting here that the French clubs hate the ELVs, especially the maul and FKAGG. They never wanted them at all. The only reason that the French vote went for those two back in May was that Lapasset was both head of the FFR and the IRB, and so decided he'd simply utterly ignore everything that his union and the players in his union wanted. Quare species of democracy, that one, especially as the two French votes would have been enough to sink both. The WRU and RFU asked their players and clubs at all levels what they wanted before that vote; whatever else, they're listening and doing what their members want them to.
The real hypocrites, if you want to look for someone, is the Scots, who voted for this trial, and then refused to play it. That's iffy.
