I don't think it needs too much creativity to come up with a comp that is nether a laughing stock nor provides that finals result.

A Shield/Cup model would be pretty easy with 12 teams. Bottom 6 play for the Shield (and some pride)

I'm not sure the issue is as much the top 8 finals as it is the quality of the bottom half of the comp right now.
