Yes, but next year is the World Cup, so everything is viewed through that lense. the big issue could be 2024 if they continue with Super Pacific. Thats when a lot of front line players will be looking at overseas contracts, lets see what Aussie viewers think if you take 6 or more of its top players out of the playing pool.
This would be an issue regardless of structures, but Super Pacific promotes itself as a top league, to me 2024 will be the tester, which sadly Rugby Australia by then could have locked themselves into, if the competition has littel buy in by the Aussie public now that is hardly going to increase then.
The benefit of a domestic structure is hopefully you are not solely reliant on a top down strategy.
