If a Trans-Tasman happens they could show a double header on Gem or Go on a Saturday night and then have the remaining games on subscription tv.If they're paying for it, they'll probably put the Super Rugby on one of the multi-channels. I'm sure it would outrate whatever 9Rush has on Saturday night.

As unlike league unlikely they are going to want to put super rugby on prime time slots on its main channel
I get not knowing the specific game/time a test match is being played but to straight out not know it’s happening probably points to not being as big a supporter as someone claims to be

I'm not really sure what people think could be done in terms of more promotion outside of social media.
TV advertising even for the broadcast owner is tricky. What shows should Channel 10 advertise a rugby test during to promote it? The likelihood is that the people who will tune in for the rugby on Sunday might not actually watch Channel 10 at any other time.
Fox Sports could certainly advertise rugby more but they did have some ads for it during the NRL finals.
For Rugby Australia, social media and a few billboards/ads at bus shelters/train stations and on the back of buses are about all that is realistic. The potential places to advertise now are far more diverse and the cut through of each of them is much lower because the audience is spread out more.
From what I can gather, the richer sports produce their own news items, and send them to the networks.

For what it is worth - I think the social media content that the Wallabies social accounts has been producing has been excellent. Wonderfully engaging with insight into the camp and more of a personal focus with the players. An example of this was the clip they posted when they announced and interviewed the debutants. Goose bump stuff.
Perhaps the Wallabies Marketing Pigeon has learned to fly?
Ultimately the TV advertising is up to the broadcasters and how much they want to push it.
