Crucial time for Australian rugby

MONDAY is D-Day for Australian rugby.
Former Labor politician Mark Arbib will present his review into the governance of Australian rugby to the ARU board.
Initiated by retiring ARU CEO John O'Neill 12 months ago, the Arbib Report will will be the biggest shake-up in the history of Australian rugby and will bring the game into the 21st century.
Arbib is expected to recommend the ARU move away from its antiquated, federated model of governance towards an AFL-style independent commission.
It is a model that cricket, rugby league and soccer have all considered or followed.
If the ARU does not take this historic step towards modernising its governance, rugby runs the risk of becoming a boutique sport in this country.

Rugby can no longer afford to be administered by a model that belongs in a museum.
The game is strong in the traditional heartland states of NSW and Queensland, but if it is to challenge AFL and even the NRL in popularity, it has to grow nationally.
To do this rugby must be further developed in what are officially referred to as the "other" states and territories - ACT, Northern Territory, South Australia, Tasmania, Victoria and Western Australia.
Securing ARU board approval for an independent commission is only the first step towards governance reform.
The real challenge for ARU chairman Michael Hawker and key directors such as Peter Cosgrove is to convince NSW and Queensland to support constitutional change.
The ARU constitution was written in 1949 and is weighted heavily in favour of NSW and Queensland.
If the ARU approves an independent commission, it will have to be ratified at an extraordinary general meeting of the member unions.
Any constitutional change requires a 75 per cent majority of the member unions.
The member unions have 14 votes. NSW has five, Queensland three and the other states and territories one each.
This means in effect that NSW can veto any proposal.
NSW is the largest member union and it produdces 60 per cent of Australia's players. Why should it give up any power? Power it has held for the entire history of the game in this country.
The answer is pretty simple. Australian rugby needs to modernise its governance to ensure the game grows nationally, not just in the heartland states.
If Australian rugby does not embrace independent governance, the future of the game will be very uncertain.

The QRU just successfully voted to rationalize their own constitution to allow the appointment of independent directors..

Rugby needs to rid the shackles of the old boys network and personal interests inhibiting the game.

The positions adopted by the NSWRU and QRU must be a great sign for Australian Rugby.

The two biggest stakeholders in rugby sharing the same vision. Will we see 3 blokes from the East riding camels, looking for a virgin, a carpenter and a place to stay?

With the signing of channel 10 as the Rugby free to air broadcaster , I was wondering if anyone out there knows if they will put together a super 15 package each week???

If you mean highlights, I'd imagine they'd 'borrow' the one Fox Sports does and replay that.

Thanks Brumby. Thinking more will they put it in a time slot to attract a new audience and not the midnight show that channel 9 did.

The HPU assists selections of Australian Schoolboys, State U16 teams and participants for the various Junior Gold Programme (JGP) squads, and the NGS with the latter two selections getting underway this week.

The Gold Programmes banter on that thread has been very postive indicating what a fine job the ARU Talent Scouts Network and HPU selectors appear to be doing.

Other than the odd disgruntled parent, these programmes seem to have universal approval and must be regarded as successful.

Well done ARU and all involved with design and delivery of NGS and JGS programmes.

Word is that 10 will also develop their own 'rugby talk' show. Similar to what they do for RL with Blocker Roach. Hopefully it's better than the NRL version. We'll have to see if the show eventuates.

The new ARU CEO has announced a restructure and his new leadership team.

The Rugby 7's GM position has not gone to Nucifora as had been rumoured.

Mr Pulver initiated a financial and organisation review of the ARU soon after stepping into the role on 1 February, in an effort to develop a sustainable financial model that supports investment in Rugby participation, elite talent development and revenue growth.

Having received the findings of the report, and post discussions with the ARU Board, Mr Pulver said he was now in a position to outline more broadly his direction for the future, which includes the following key strategic initiatives;

  • Expanded participation in the game with a focus on Rugby Sevens and Women’s Rugby;
  • Accelerated development of elite talent to support greater success in Super Rugby, the Qantas Wallabies and our national Sevens teams;
  • Re-energised Premier Rugby competitions where ARU will work with the Queensland Rugby Union and the Sydney Rugby Union to drive initiatives in both States; and
  • Fan Engagement Strategy to promote growth in the game.
The ARU’s revised organisation structure focuses investment on these key initiatives while also driving productivity improvement to support a sustainable financial model for the game.

The restructure includes the creation of new departments and promotion of existing talent within ARU and the introduction of external talent to the Leadership team.

The direct reports to Mr Pulver are:
