It happens in SA as well, mostly for those not gobbled up by their provinces.An interesting model employed often in the US is the multi-school Rugby club. It's something we should look at if you are looking to form greater connection between the two.
How they tend to work is that they run 14s, 16s and 18s and as above source kids from a range of different schools.
We go for trials for WP, Bulls etc at primary school and it happens every year from there. Not all of our govt schools are rugby orientated but a great number of them are, specifically those in the middle class and higher class geographical areas.
The landscape is changing too in the sense that former middle-class schools are now becoming less and less middle class to some degree in certain instances and also in others some previously disadvantaged folks are moving into better areas all over. Good for transformation.
Of course our problem is due to coaching.
Just saying it's not that unique.
If you were looking at a "suburb" in the broader Cape Town area called Bellville you would have Bellville High, Stellenberg, DF Malan and Tygerberg as the bigger schools in the area but you could include others as well such as Durbanville et al.
Some of these players will join a club, but the majority that do not make it to provincial level simply move to other provinces and those who do not continue with their studies and fall out of the system. This is a huge problem due to the economy I suppose.
