Like you I'm sceptical wrt to WR (World Rugby) or SANZAAR flat-out saying Newell should've been cited. In the absence of a media release or a direct quote from WR (World Rugby) or SANZAAR I'm putting it in the hearsay column not least because I just can't see the match reviewer(s) missing it or seeing it but not acting on it.

Sure, the jostling between the teams that are actually playing are relevant but I’m sure Scotland and Wales aren’t throwing ticker tape parades for overtaking us by virtue of doing nothing.I hear what people are saying about Italy. I have been openly saying to people that we still had an opportunity to win it and blew it. Point is we shouldn’t have been in that position. And yeah there is the argument that Foley might have hooked it, or we lost the lineout etc etc. Just imagine the meltdown if it was the other way around, forum probably would be full of some random angle stills showing foketi’s bootlace over the offside line or something anyway.
