A more pertinent question: What's the average crowd to a Shute Shield match?
Will they get 8,000 out to Bankwest Stadium if "grassroots rugby" cuts a deal of some kind? Y'know, to "raise the profile of rugby in the west."

You can actually draw a comparison between the Brumbies and the Reds situation which IMHO goes some way to explain why, in addition to the poor Super Rugby format, why rugby is dying.
The Reds suffered from unpopular decisions (in the supporters eyes) being imposed on a team by a group of faceless persons who are all about self serving power. The Reds ended up with R Grahame and it pissed off the fans. From their it's been one unpopular decision after another. Dictating to the supporters that their decisions are right and Thorn is the one to fix it has not been palatable to the supporters. Even if he succeeds the unpopularity around him and his appointment (and the consequences such as QC (Quade Cooper) being cut) will take a long time to overcome.
The Brumbies the 2016 coup was another example of unpopular decisions (in the supporters eyes) being imposed on a team by a group of faceless persons who are all about self serving power which was another demonstration the Rugby administrators are more about self serving politics and power rather than the teams or the sport at large. Post the coup they stuck with an underperforming Larkham then mimicked the Reds by appointing McKellar who is fairly unpopular. Similar to Thorn, the results are not having an influence on bringing the supporters back.
Aussie rugby administrators really don't get it even when (or lack of it) is right before their eyes.
The Brumbies crowd numbers supports the theory that in addition to the performances issues, supporters (especially the casual ones!) are over the current management and politics of the game.

The reality is Rugby's current management is out touch and so is the games current construct.
The current product offering will not fix this game. The Brumbies and Reds are in an unfortunate position that they need to clear the decks to give fans new popular optics to stand a chance of fixing the crowd numbers in the foreseeable future. Results alone won't do it in the short term. The Rebels sadly are generally unpopular and the way they were re-birthed will remain a stigma for them for a longtime in the general supporters mind. The Tahs are always struggling with the NSW Rugby politics (Shute) which the rest of the Rugby Nation loathes as its seem to always be dragging the rest of the game down somehow.
