What I have ended up with is a model that has the successful clubs going onto the next step, and the Super Franchises also being able to develop their locals in a rep team. I opted for this because the ARU isn't that financial and has us fighting with the cricketers for playing strips.

3 Cooper 2 Hooper 1 could be a number of players. Picked one forward and one back who were instrumental in the flow of the game. The team allowed individuals to shine.
