Hi Dan, Owens has two "assistant referees" to pick up the plays that he misses, so it's a "team" thing. I still think the ball travels forward on too many occasions (from both teams) where none of the three refs see it (or choose not to act), so if it becomes "the norm" to ignore it, our game...
