Not by looking at how they play against one another - as relative strength means they cancel each other out - on average.     The analysis above suggests, for this season, the Cheetahs did better than the Tahs, Force, Rebels and Lions. Actually, the Cheetahs have improved. They are certainly nowhere near as bad as the Lions.
