Well said. Also, don't underestimate his foot speed and stepping ability. This is why I love him as a 13, he runs good lines hard but can still step to get around players, something you don't see too often from international 13's with most relying on a good fend and running angles.

I'd rather take a 'what's best for the wallabies' approach first by keeping Horne at 13 and play Carter at 12 and then JOC (James O'Connor)/Taps for Carter at international level.... done.
