    If you go back and look at what quade has actually said, both on twitter and in the papers, I think it is pretty clear he has made a conscious decision to say what he has in the hope that it will spur on change in the ARU, and that will benefit Australian rugby.     Tony Rea went maverick and bagged pretty much everyone at the brumbies. Plenty of ex-players were publicly criticising the reds in 2009. The fact that Barnes up and left to the tahs was a pretty public 'bagging' of the bosses and the rugby program.
