It is and most certainly will be in particularly from 2025 onwards. But the current salary cap is $900k and that has to be spread across 22-24 players with a minimum of $30k a player. That's $660-720k with only $180-240k left over to pad out the offers to the more experienced players and stars.

Why not go with U23s? It's actually similar to the system used by the likes of American Football which is College Football were the vast majority of the talent are U23. True. And we've seen how they've handled the other NH nations thanks to the pace in which they play. Will be interesting to see how they handle teams that can go with them for most of the game if the fitness level continue to improve and adapt to the pace of Super Rugby.
