    It’s the same as in QLD, a lot of private schools offer some form of rugby program (obviously not as serious and minus 1/2 programs no recruitment involved) and almost no public schools offer a team.

    It’s the equal in reverse, we don’t have any faith in the state operations as well. So we might as well go to the system that provides the most efficiency. All the states have routinely been incompetent and unable to manage their affairs routinely over the decades.
