    ... and the referees seem to interpret that "ready" means still and stable, which seems reasonable to me. If one pack is still moving around they're clearly not ready.

    With a knee on the ground the player is deemed to be on the ground so can't play the ball without regaining his feet. He didn't regain his feet and illegally picked the ball up to place it on the line.
