Why? Lambert was Australian born and bred and only left Australia at 20. If anything it was another one Scotland tied to pinch

The response about Lambert was on the basis of Bob Peters saying that if someone plays under 20s for one nation and then plays for another nation a transfer fee should be paid.

I assume it was pointing out that using that criteria to determine transfer fees wouldn't be ideal. I don't think there was any intention to say that Australia poached Lambert from Scotland.

I'd imagine a transfer fee may only apply if the player is capped by the next nation? Personally see no particular issue with Ottavio transferring to Scotland, but I'm sure it stings when Australian born and raised Sione is scoring tries against his home country in front of his home crowd.

That's why I like the notion of a you can never play a game against your country of birth rule.
