I think it's a bit early to say it doesn't really work, it hasn't started yet!
Remember this is year 1, so it's quite understandable that mismatches will occur, particularly in the juniors.
But the whole strategy is to improve the overall quality of all the schools involved over time.
If schools wish to make no improvements and continue to perform poorly , they will be relegated to div 2, likewise for those who perform well, up to div 1.
Some CAS schools like Trinity and Cranbrook have been making some real steps to improve their programs over the last few years, so this new comp may throw more fuel on the fire, it will certainly highlight their relative standing across more than just 1 comp, across all ages.
In addition it allows all these schools to take part in, what should be, a terrific 2nd comp other than just their own association.
If you believe more competition drives a better level of performance, then this may/should address this belief.
Clearly these are all motherhood statements at this stage, but let's see what happens, my money is on a real improvement, for a number of schools, over all the age groups, and the beginning of a brilliant new comp that will spark on going interest for years to come.
