I dunno, that just looks to me like he's done a shoulder charge with a horizontal arm, rather than having it tucked by his side. The laws require an attempt to grasp, and he's not really making any effort to do so - his hand is half closed the entire time. Seems to me that a lot of people have adopted this style of tackle but I reckon it's still basically a shoulder charge, they're just trying to disguise it.
