I actually agree with you Shanky ( as to intent ) but I would point out two basic observations
1. The majority of the most dominant GPS Rugby programs , and even AIC programs , have had the benefit of boarding houses that not only accommodate Country QLD boys - but boys from all over Australia and New Zealand - where the large majority of them are paying nowhere near full freight . Therefore by virtue of this truth alone - inclusivity and representation already exists. Not in final filter admittedly
2. The game has not been rah rah for 30 odd years - Darth John O’Neill saw to that , yet, people still reference it as such in order to represent and address a whole range of social and economic pressures from where they come from and administrators get conned in the inclusivity card that gets played
The reality on point 1 is that 2 or 3 schools will continue to chase it reinforce their “dominance” when it comes to Rugby - while 1 or 2 others don’t have depth in anything and are likely slowly going broke, and then a few others are more interested in upping the dollar spend per student ( most likely as to how their Executive are KPI’d ) and so are interested in the Asian and Middle Eastern markets- that can and will spend more compared to the discounted , more economically disadvantaged local remote markets

And so tolls the bell for the sport in this country, how many of the lads playing Rugby in the first XV at schools like TSS, BBC and NC etc would be Playing league if not for their much vilified scholarship programs.

Everybody knows that many parents pay the exorbitant fees so kiddo can get a rails-run to the rep teams. Everybody knows this happens. It's precisely the reason why the 'private' schools want to maintain the status quo.
And if he wasn't at GPS he'd just as likely be playing club, not league (unless someone can show me facts otherwise) and in any case, no-one is trying to undermine the GPS system, just dent its hegemony.

Careful Shanky. We saw how Affirmative Action for the sake of Affirmative Action panned out for the Springboks in recent times.
Not sure how it works precisely in NSW ( if that is where you are from and where you draw your perspective ) but Schools pretty much chicken hawk junior league and rugby carnivals from U12 up here - and continue ongoing mining of all these Rep Regionals at State Carnivals etc - right up until U16.
QLD's System around the much maligned GPS Schools has been one of a Combine Harvester where the fall down is there is no direct nexus or organised development between the Schools and the Reds , and where , the Reds are not able to run Development Officers and programs in remote locations - or at least to any scale of cost/benefit efficiency.
With respect , this notion of moneyed to the manor born types , sending their boys to GPS Schools ( at least in QLD ) and paying the bomb for the rails run ( as you say ) is manifestly false
The NSW system seems as though it has more layers than Scott of the Antarctic and with deeper , more voluminous educational markets ( and hence boarding house markets ) I don't believe any of these Schools have probably had to dance for anybody unless they choose to go wholesale for bragging rights.
Anyway ......I do believe in the concept of a fair suck of the sauce bottle and believe that the promotion of the game through the State School networks doesn't have to a be a case of it can only succeed if GPS is de-constructed or even "dented" as you put it . Personally , and to compete against the "hearts and mind" advantage that League has and even AFL - I would like to see RA get it's shit together with State based Departments of Education and designate specialist Rugby Schools with more of a heavier emphasis initially on Sevens Rugby that I believe is the key to attract better participation numbers on in the short to mid term and then try and leverage the 15 person game off the back of that ( notice how I said person )
The drive of this approach ( at least for women in the short term but I believe ultimately for men ) is the whole opening up of an entirely different, largely subsidised , educational proposition in US College Sports - something that neither League nor AFl can offer and gives Rugby a major competitive advantage in getting traction back in the State School system.

Perhaps we're talking at cross purposes. I don't think that private schools currently providing the only viable pathway for country boys means that we should accept that this is the best way to do it.

I will also take your comments at face value, based on things being different up your way.
Nonetheless, I think a bit of affirmative action is warranted, if only in NSW perhaps.
Your Springboks example is an interesting one. There is no doubt it didn't work for the Springboks team. But did it do any good for the development of SA rugby?
On second thoughts, don't answer that. A can of worms.
