We knew that the IRB had a crackdown going but it was interesting to see the clarifications in writing. Actually for some of them they could have listed the law number and just said: "Enforce this law as written."
I have rabbited on for over 10 years on rugby forums that the referees have corrupted the game by not observing some of them as written. What happened then is that all the inexperienced referees followed the experienced ones in allowing players to go off their feet, take a few steps ahead of a team mate who kicked the ball - yarda, yarda.
There are a lot of unobserved laws which still need to be applied, such as attacking pillars ahead of last feet, putting the ball in skew into the scrum etc etc, but it's a good start.
