You saw it the same way I did Ted! The tackle was NOT a shoulder charge! It was not early ( perfect timing! ), not high ( below the shoulders ) and he DID use his arms! The problem was that the Shore lad went backwards about a metre or so on contact and wasn't "wrapped up" in the tackle probably...
