    No, leaving resets the residency eligibility if you aren't capped. If he'd gone back to play in NZ he's no longer eligible. Current system means registration with a NZ team will void that 5 year period pretty much immediately.

    Yeah, being registered with an NZ team will reset his eligibility. Would only remain eligible if he was capped before being registered with an NZ team, which might already be too late if he's going to play NPC this year.
