    Would it be possible to film non-televised shute shield matches on the cheap then stream these over the web? If the authorities were to purchase equipment and pay a producer to run it, they could get film school students involved to gain work experience and cover the matches.

    I don't know that they could enforce a competition point docking - the salary cap is unique to Australia so if a team were to breach this stupid arbitrary cap that restricts our competitiveness then they wouldn't be breaking any SANZAR rules in doing so.

    Perhaps a deal could be arranged with a Perth boarding school for accommodation? If they have the space you could even look at setting up a dorm or something just to get around the expense. Can you fit a 2 metre lock in an economy seat?

    Promotion / relegation would take care of this - teams that don't perform will be relegated and next year not involved in the 3T comp. Teams who come into form will be able to step up.
