Yeah, good point regarding the 19s. I'd just divide the NSW team straight up the middle. Team Waugh and Team Burke. QLD could do the same. Barbarians side would be made up of mainly QLD and NSW that didn't make it to next level, as well as players from Victoria, SA and TAS.
